2025-2028 Strategic Goals

In 2023, Northend RISE took a step back to re-evaluate the organization, its mission, vision, and capacity to deliver based on its original charter. Recognizing current market conditions, existing and planned community investments in the City of West Palm Beach, and the need to focus on a much smaller geography, RISE embarked on charting a new way forward.

As part of a strategic plan launched in January 2025, the Board of Directors reached a consensus that over the next three years, RISE will seek to focus its efforts on five key priority areas.

Each of these priorities is interconnected and mutually reinforcing and provides a framework for strategic goals, objectives, and action steps and approaches that will help RISE achieve successful outcomes toward its mission.

The Strategic Priority Goals Include:

Increase the supply of and access to quality mixed-income housing for Coleman Park
residents.

The completion of the revised Coleman Park Neighborhood Improvement Plan by WGI will also provide a set of recommendations that would need to be evaluated for inclusion as part of RISE’s key objectives and action steps. Based on the previous plan and the coordinated effort between WGI and Together Consulting as part of the Action Plan revisions and the strategic plan development, most of the recommendations within that new Action Plan should align with the above goals, yet there may be recommendations that are more
appropriately driven by the City of West Palm Beach, the Venture, or another partner.

For RISE to achieve the five strategic goals currently defined, we will need to diversify RISE's revenue and capital sources to ensure a more sustainable enterprise. We will need strong, diverse partners and resident leaders to help support and accomplish these ambitious goals. We will need to ensure that RISE has the right staffing and board representation to meet our strategic growth objectives to lead the organization during the next three years.

The plan "should be viewed as a living tool and catalyst for action...[it] will be reviewed annually by the Board of Directors and will be updated as needed in response to the evolving needs of the community and the changing market conditions. To support the successful achievement of RISE’s goals, an annual operational action plan will be developed led by RISE staff and supported by the Board and its committees."
